Unified Rails

Perspective view of railway tracks stretching into the horizon, symbolizing connected payment rails and cross-border financial infrastructure across West Africa.

International expansion is usually discussed one country at a time. Enter one market, establish payment infrastructure, solve currency conversion, build local relationships, then repeat the process somewhere else.

UEMOA interestingly complicates that model.

Benin, Burkina Faso, Côte d’Ivoire, Guinea-Bissau, Mali, Niger, Senegal and Togo share the CFA franc and the BCEAO as their central bank. The CFA franc has also maintained a fixed parity with the euro at €1 to 655.957 XOF since 1999.

That shared monetary architecture creates efficiencies that payment builders should pay attention to. Moving between Senegal and Côte d’Ivoire is not the same currency problem as moving between Nigeria and Ghana. A business looking at Francophone West Africa is therefore not necessarily looking at eight completely disconnected payment markets.

One currency does not mean one customer behaviour, one distribution network or one set of commercial relationships. Banks differ. Mobile-money adoption differs. Local partners differ. Liquidity conditions and the way users prefer to receive value still need to be understood in each country.

The useful way to think about UEMOA is therefore neither “eight separate markets” nor “one giant market.”

It is a regional financial layer sitting above several local distribution layers.
A global payment provider may be able to standardise significant parts of compliance, treasury, asset routing and settlement logic at a regional level. At the same time, the final delivery still needs to work locally. The recipient in Dakar does not care that the backend architecture also serves Abidjan. They care that their own payout works.

This is where regional infrastructure can create leverage.

The BCEAO has been pushing this further through PI-SPI, its interoperable instant-payment system across the union. Electronic payments in the region rose from about 260 million transactions in 2014 to more than 11 billion in 2024, according to the central bank.

For payment companies, this should change the expansion conversation.
Instead of asking, “How do we launch eight countries?”, ask which infrastructure can be built once at the regional layer and which problems genuinely need to be solved market by market.

Stablecoins can provide a global liquidity and settlement layer. Regional infrastructure can connect markets more efficiently. Local payment rails complete the final delivery.

If your company is considering Francophone West Africa, do not begin with eight country pages.

Begin with one payment architecture.

Then identify what can scale regionally and what must remain local.

We would be happy to map that with you at sales@zynta.com.
